EVENTS: Safer Internet Day 2012 (TURKEY)

At Insafe, we are always happy to hear of the work of third countries (i.e. those outside of the Insafe network of the 27 EU member states plus Iceland, Norway and Russia) in terms of their online safety actions. Here, we learn about a new safer internet service in Turkey… 

The Safer Internet Service project in Turkey has been launched to protect children and youth from harmful content on the internet. It is currently one of the most considerable projects in Turkey and, while developing the service, the regulation requests and complaints of internet users to the Information Technologies and Communication Agency have been taken in consideration. On 28 August 2011, following technical studies with relevant industries “principles and procedures concerning a safer internet service” was determined by the Turkish Information Technologies and Communication Agency.

FUNDING: European Neighbourhood programme (ECF)

ECF is a catalyst that builds bridges through culture. We have long focused on strengthening collaboration within countries, between countries and across Europe.

We will continue to invest in the next generation of cultural organisations and actors in EU neighbourhood countries by helping develop their capacities and build networks through to 2012 and beyond. This process aims to enrich Europe by connecting the voices, skills and potential of those who often feel disconnected with the rest of Europe.

Our European Neighbourhood programme works in close collaboration with local partners. We are specifically focusing on the Arab-Mediterranean region, Moldova, Turkey, Ukraine and Belarus during 2010 – 2012.

The programme aims are to build a network of individuals and cultural organisations working for change in specific neighbourhood countries (mentioned above) who are hubs within their artistic communities; to stimulate co-development among the hubs and connections with EU-based art communities and political institutions and to enable the hubs to articulate their policy needs at all levels – from regional to European.

Programme activities

• Organise regional meetings between European Neighbourhood partners and guests from the EU

• Develop and launch a new exchange scheme for skills exchange and partnership development across the EU and the European Neighbourhood - specifically Moldova and Ukraine (see below)

• Providing start-up funding for regional hub initiatives – also when in conjunction with local communities

• Organise regular capacity building programmes and networking opportunities in the neighbourhood region

New exchange scheme - Tandem

We recently launched a new scheme called Tandem in conjunction with partners. It is an opportunity for cultural professionals from European Union countries and cultural professionals from Moldova, Turkey and Ukraine to exchange skills, network, and get a fresh insight into developing partnerships. The deadline has now closed for the scheme with Moldova and Ukraine, but will open for the scheme connecting with Turkish and EU cultural professionals in early April 2011.

NEWS / CHILDREN'S TV: Magic Journey - Children's TV travels from Kyrgyzstan to Turkey

In spring 2009, a delegation from the Turkish Radio and Television station "AVAZ", a newly-established branch of TRT, visited the National Television and Radio Corporation in Kyrgyzstan to pick up TV programmes which would be aired on TRT AVAZ.

The "Magic Journey" was one of the few programmes selected by TRT. The first 50 episodes (15 min each) from the second season have been subtitled into Turkish and have been broadcast every Friday on TRT Avaz from July 2009. Two months later TRT Avaz called their Kyrgyz counterparts and requested more episodes of the Magic Journey and "Meena". "Meena" was produced by UNICEF offices in East Asia to promote girls rights. The UNICEF country office in Kyrgyzstan dubbed "Meena" into Russian and Kyrgyz in 2008 and aired it several times on National and regional TV stations.

The fact that TRT has requested more episodes of the Magic Journey speaksvolumes about its success on TRT AVAZ. In return, the Kyrgyz National Broadcaster will be able to send its staff to Turkey to learn more about the development and production of children TV programmes on TRT free of charge. At present, the President of the Kyrgyz National Television and Radio Corporation and the Head of the Children's and Youth Programmes are visiting TRT in Turkey to formalize the partnership around the exchange of TV programmes and professional staff training.

YouthCamps connect youth who have goals and ideas for a more open society, with youth wishing to contribute to these goals, in collaborative, inspirational projects. These collaborations empower youth to become active citizens willing and able to influence public life, and they promote open society ideals. Please join us this April in Istanbul, Turkey, to guide this new effort by sharing your ideas and experiences.

The YouthCamp Format

YouthCamps gather people to share and learn, in an open environment, through discussions, demonstrations, and interactions with attendees. The participatory structure of these camps, with attendee-proposed agendas and open discussions, gives everyone a voice and encourages active participation. Everyone participates; no tourists.

Who is invited?

YouthCamps are inclusive, and everyone seeking to engage youth in the effort to promote open society ideals are encouraged to attend. Representatives of youth-driven projects and initiatives looking for support, and an opportunity to network with others, are particularly welcome and encouraged to attend.
